Action/camera adapter satellite for AttackVfx presentation blocks.

Owns a shared AttackVfxRuntime used by presentation:attack-vfx* handlers and registers camera/audio/prefab IAttackVfxLayerExecutor listeners. Stylize itself does not depend on action; this LAYER 5 satellite closes that edge.
